Purpose

Responsive Grants provide an opportunity for individuals and organisations to apply for small amounts of funding throughout the year.

Overview

There are three categories belonging to the Responsive Grants program

  1. Community support - up to $1,000 for small community projects (e.g. start-up groups, street greening, neighbourhood activations, etc.)
  2. Business support - up to $500 for small storefront and outdoor space beautification projects (e.g. paint refresh, signage, planter boxes, etc.)
  3. Individual Participation - up to $500 supporting residents with financial hardship in select sports, arts and educational activities

Monthly rounds closing on the first day of each month. Applications are assessed approximately 3 weeks after the close of each round.

Limitations

Eligibility criteria

Depending on the category, applicants eligible for funding may be:

  • Not-for-profit organisations, community groups, businesses / sole traders and individuals located and/or providing the activity within the City of Moonee Valley municipality.

All projects must be completed within 12 months, except for multi-year Partnership Grants.

Applicants that are not eligible to apply for funding:

  • Applicants with outstanding acquittals, variations, debts or financial/legal disputes with the City of Moonee Valley. 
  • Applicants without Public Liability Insurance (unless granted an exemption as per the Public Liability Insurance Fact Sheet or Individual Participation applicants). 
  • Applicants whose values are inconsistent with Council’s values to promote diversity, tolerance and an inclusive community as outlined in Council’s adopted policies. 
  • Applicants who are abusive, aggressive or intimidatory towards Council staff.
  • Applicants that attempt to canvass or solicit Councillors, Assessors or Council staff. 
  • Electronic gaming machine venue operators or sports betting companies.

Projects or activities that are not eligible to be funded:

Project timing and costs

  • Projects completed before the grant is approved -- no retrospective funding (excludes Responsive Grants).
  • No clear project defined.
  • Expenses not related to or necessary for the project.
  • Ongoing operating costs. Such as ongoing staff salaries, administration, rent, utilities, resources, etc (excludes Social Support & Partnership Grants).

Multiple applications and previous funding

  • Multiple applications for the same project or with overlapping costs.
  • More than one Responsive, Social Support or Business Grant per financial year.
  • Projects already receiving Council funding.
  • Recurrent projects, activities and programs previously been funded through the grants program

Community benefits and contribution

  • Projects duplicating existing activities unless need or collaboration is evident.
  • Projects not demonstrating a contribution to the wider Moonee Valley community (includes internally focused applications from schools/preschools and businesses).
  • Projects and activities more suitable for funding by another level of government.
  • Projects for school or tertiary studies, including fees or assessment.

Council policies

  • Projects that do not align with Council’s values for an inclusive community, as identified in our adopted policies.
  • Projects promoting religious or party-political views for the purpose of membership.
  • Projects or activities taking place in venues with electronic gaming machines.
